I wonder why the Mayor didn't you deploy the buses BEFORE the storm hit.

The Mayor knew from a survey the year before that 1/3 of the NOLA population wouldn't evacuate in the case of a Hurricane. Why didn't he keep food and water stations stocked around the city at least during hurricane seasons for people to go to in such a case as the city flooding? I've been told since childhood you always keep on hand during a hurricane 3-5 days worth of water and food, flash lights, transistor radio and batteries. Seems the mayor should have had such a plan for 100,000 people he knew would not evacuate.
