Readthe Scientific American article. The disaster was inevitable. 
HOWEVER,there were plenty of things that could have been done to make 
it lessthan it is,and there were plenty of things that should NOT 
have been done that were.

By no means is it only Bush's fault, but he IS responsible for things 
that are designed and implemented on his watch and things 
cancelled/downgraded on his watch at his request or without complaint 
by him.
