Salyavin, Jyotish is a study of consiousness at the individual level. When extended at the national level, it becomes more complicated as it would be addressing the national consciosness of the people. As MMY stated, consciousness is the dynamic flow of the Rishi, Devata, Chandas which is unfathomable. But jyotish does give a clue.
Also, there are signs that one can use to interpret the indications of the national trend. This sign today is the DOW Jones average. IMO, this average is the equivalent of the Delphi Oracle in today's standards.
