I don't blame him entirely.

Let's say through his actions (or lack thereof) he enabled the 
genocide of his own people.

Most of the blame, of course, falls in the lap of Mao, the Chinese 
people and the pholosophy of Communism.

I wasn't addressing the question of whether he should have fled the 
country; on that point, I agree, it was a good thing to do...for the 
reasons you state.
