He's referring to the slowness of the federal response, actually. The article cites a bunch of hurricanes and makes a big deal of the fact that the Katrina response was faster. However, if you check out the hurricanes with a slower federal response, it turns out none of them occurred during the period 1993-2000. Now, I wonder why that could be?
