My current personal machine is a 2.8GHz P4 machine that I bought from
http://www.endpcnoise.com/ . They specialize in quiet PC's, and they
even have a totally noiseless PC that has no fans at all. In addition
to selling complete systems, they also sell parts to make existing
PC's quieter. I bet you could replace your heatsinks/fans with ones
from them and greatly reduce the noise. Switch to one of their quiet
power supplies, and you'll have a PC that makes very little noise.
