If you have or download the free Google app "Google Earth", you can now overlay the photos of NOLA, post-Katrina--and with the transparency slider--you can also fade in between the pre-Katrina and post-Katrina images. If you've never used Google Earth before, it's a fascinating app. You can fly anywhere on the planet and observe an area, from far away or up close from space. For example, even though I live in a rural area, I was able to zoom in close enough that I could see my roof, driveway, the stone walls and terraces in my own yard--you can even see individual trees. The neat thing is once you get zoomed in to where you want to be, you can "tilt" the image (rather than looking straight down). I was able to "tilt" the view of my street and look at all my neighbors and their yards (much of which is hidden from street view). Having worked with high-end GIS and cartography applications for years, this level of power is unheard of without spending 10's of thousands of dollars. And it's free.
Major cities, including NOLA, have the buildings also in 3D, but you can turn them off if you like. It requires a broadband connection and a fairly recent PC.
