Well, Saddam Hussein obviously can't be blamed for how violent Iraq was, either.
You CAN blame the Brits (?) for inventing the country in the first place, but they liked to merge tribes into countries in a way that kept them warring with each other rather than rebelling against the Brits, so that's nothing new.
