You don't understand it because you Brits don't have a Bill of Rights which 
gives you the right of choice as parents, to make their own decisions. Most 
local laws are made by the individual states here in the U.S.A., not decreed by 
the federal government or by a King. 

Over here, parents have the right to raise their children as they see fit - 
parents have freedom of choice in Iowa. Only in extreme cases would the 
government step in and force them to do something they don't believe in. 

For example, anyone has the right to get down on their hands and knees twice a 
day to pray to the Hindu gods - that's their right in the U.S.A.
