Ok. If you are saying this is teh first time you have ever heard of
the practice. Which is odd, I grew up in the north and heard of the
practice at some point -- probably in college years. Perhaps we each
had different levels of social awareness.

Could be a regional superstition. I would be more inclined for Negro's to view it as a sign of dominance by a white person in the old segregated South. And the white perception, would have been more  of friendly affection. Your two different "levels" of  social awareness. One based on mistrust and submission and the other outwardly and open affection for his fellow man.
