Showing how little interest the state authorities have in policing
these hog lots (this one for 4300 hogs, an appalling source of
stench for the neighborhood), an article in the Ottumwa Courier
notes that it was only because local residents forced facts on the
state agency that this permit was denied:

"But the DNR did not discover these miscalculations on its own.

Stan Vanderhorst, a member of the Iowa Citizens for Community
Improvement group and the closest neighbor to the proposed lot, said
it was he and other residents in the area who brought the
miscalculations to the attention of the DNR.

"We brought the numbers to their attention. To my knowledge, the DNR
is so understaffed that they have to take the producers' words for
this. I've farmed most of my life and one time I almost built one of
these buildings and I knew what it had to be," he said.

Another neighbor, Paul Steele, said it wasn't easy getting the DNR
to listen to their concerns, however.

"They would have never caught it if it wasn't brought to their
attention. They said we were wrong from the beginning and they
ignored us. Then when we brought it to the [Environmental Protection
Commission] board members, we got some wheels to move," he said. "We
had to do some research ... it is not something that pops right out
at you. Some of the neighbors purchased a copy of the manure
management plan. What we found with this was the way it was done
would make us suspect the rest of [proposed hog lots]. I think one
in Davis County has the same problem. It makes you get real
suspicious of all of it."

Vanderhorst agreed.

"This raises concerns to me about how many buildings are out there
that aren't right. I think there is always that concern that exists
everywhere. I urge everyone, if they hear of [a hog lot] coming up
to make sure it is done according to law," he said.

Neighbors to the proposed lot near Farson contend they are not
against hog operations if they are operated by the people who own
the confinement and actually live at the site. Their frustration,
they say, is toward so-called "factory farms."

"This is truly what I call a factory farm. They weren't going to be
doing the physical labor or living there. I'm all for the family
farms. I just don't want the factory farms taking over. I want
things done according to the way the EPC regulations state it,"
Vanderhorst said.

"I have a lot of friends that raise hogs, I'm not after those people
who are trying to make a living and live with the hogs," said Steele.
