Perhaps SLC is more liberal.

I think most cities tend to be much more liberal than their surrounding counties. I believe it's mainly due to it's inner city population, usually lots of minorities and elderly. The others try to get out to the suburbs, out of the city limits, to live and generally commute back and forth to work. I think this would be especially true of solidly republican states like Utah and Texas. Houston almost always has a Democratic Mayor.
