During the communist reign of Albania, the dictator decreed that from 
thence on red traffic lights would mean "go" and green would 
mean "stop" (this was because red was associated with communism).

I find the redistribution of the time zones just as nutty:

Looks like the same time zones pretty much. Just 12 instead of 24. Each adjacent pair is combined, and the lines are straightened.
