I've heard of those incidents in American prisons where some Warden
gets the idea that the prisoners should make products and compete
with the outside market.  Of course, it is entirely unfair because
both the labor and the overhead are subsidized by the government.

No, it is not fair.

Someone I used to work with has had a telemarketing room for the
past 10 years.  Before the do-not-call list he used to be busier, of
course, but before the list came into being he took advantage of a
program where the local prison would bus in about 1/2 a dozen
prisoners to his telemarketing room and they would work 8 hours a
day and then the prison bus would come back and drive them back to
prison.  And he got some sort of subsidy for that.

Of course, we were all amused that people were buying all this stuff
from convicted felons!
