If it boils down to a military solution the idea is to use very small tactical nukes on bunker busters that will penetrated deep into the nuclear labs under ground before exploding, minimizing casualties above the surface while wiping out any infrastructure underground. Fortunately, these bunkers seem to be far from major populated areas.
