Sure would.

It's not impossible these people are following his
instructions to the letter, i.e., no exceptions.
Maybe the subtlety factor is such that that's the
only way to be consistent when you have more than
one person making the decisions about whom to let
in.

I wonder if he realizes, though, that some people
are lying about other involvements, if what that
woman says is true.  Might be worse, in terms of
its effect, than the involvements themselves.
