I agree.  If Shemp had very firmly said, "WAIT a minute!"
as the woman was about to leave, then when she and the
clerk looked at him, said to the clerk, "I think you may
have  missed a few items," that would probably have done
the trick.  Knowing you had seen what happened, they
probably wouldn't have tried to argue with you because
they'd be afraid you'd make a fuss and call the manager.
They'd then have taken care of it.

The clerk would have been pissed off, but the woman
would probably have been grateful.  Actually the clerk
should have been grateful too that you'd given them
the chance to make it right instead of reporting them.

I have to say I most likely wouldn't have figured this
out in time had it been me; I can easily understand
why Shemp didn't do anything.

Of course, this tactic might or might not have kept
them from doing it again...
