All teachers I have seen in France allow those who can't pay to attend their talks for free. Those I've met who give in-residence seminars (like the TM "residence courses") all charge a very reasonable fee for room and board and course fee (say 40-60 Euros a day), but usually allow those who can't afford that to camp on the property and attend for free.
