Well, if Tenet was "bold" enough to tell the President that the CIA could not back him up on yellow cake uranium in Niger, why couldn't he have told him when asked if there was a case for WMD's in Iraq, "no, not at all" or "I'll have to study it and get back with you"? He didn't. He said it was a "slam dunk". What was Bush to do? He was speaking with the man in charge of America's intelligence services. If anybody would know, it would be Tenet.
