We are over stocked with oil at this time. The Saudi's told us earlier this year they would increase output and we have been buying up every bit we could for many reasons. Some speculated war with Iran, others thought that Hurricanes this year would shut down Gulf of Mexico production, there was a fear at one time that the BP oil pipeline would be shut down for months but none of these things have occurred. I would also bet that refineries have been operating at peak production with the glut of oil reserves we now have. I have also noticed more ethanol blends being sold which would stretch that supply of refined gas causing us to require less crude. The bad news is that it's only temporary so enjoy it while you can. The good news is that there has been a major oil find in the Gulf of Mexico that is estimated could supply 11% of our current needs and there is more oil out there to be found. Combine that with developing alternative sources of energy and I don't see doom and gloom. But.... conspiracy theories are more fun, aren't they? <P.S.  Venezuelan oil is very heavy crude and has a very high sulfur content and requires much more refining to make good gasoline and it also produces more toxic waste from that refining process. That is why I have never bought CITGO.
