Not unless it turns out that the donation is greater than the costs and that the TMO is going to appropriate the extra for its own use without the consent of the donor. If not, and folks actually get to go on the course without having to pay for it, then there's no reason to wonder, it's obviously NOT a "fundraising scam." Does anybody know whether the donor has given a lump sum, or has simply agreed to pay the costs incrementally as people join the course?
