I suspect his thinking was that dictators, unlike democratically elected leaders, would be able to order their governments to fund and promote national TM programs, making TM free to their citizens, maybe even requiring them to learn it. Once there was a sufficient number of people meditating in these countries, the Maharishi Effect would take hold and the countries' fortunes would noticeably improve, serving as a demonstration of what TM could do for any country. So the idea was to flatter the dictators as a way of getting them interested in TM. That's my guess...
