In many states it would be illegal as the pedophile laws take into account not only "age of consent" but the age difference in the parties as well -- often if there's more than a 4 yr age difference then the age of consent is raised to 18. Apparently this is not the case in DC though. And homosexual acts are still illegal in a few of the red states that best reflect shemp's kind of mind.
