within a single master window, using tabs to navigate between them."

Visualize a single web browser open on your desktop, and within that
single browser window are multiple tabs. Each tab is a different
website, and clicking on a tab displays that site in the browser.

I can only speculate, but my guess is that you use Internet Explorer,
which does not offer tabbed browsing unless you use a special IE front
end application, like Avant Browser or Maxthon.
