Goes way back to George Washington, actually. Dennis Kucinich introduced a bill in 2001 to establish such a department that had 60 co- sponsors. A similar bill was introduced in the Senate. Kucinich introduced it again in 2003, now with 75 co-sponsors. Don't know whether it had anything to do with Hagelin. If you Google "Department of Peace," you'll come up with lots of hits. It's an idea whose time has come, apparently. Hagelin doesn't have a patent on it by any means.
