Like when a big comapany goes to a country upholds and even helps to install or maintain a corrupt government then takes the oil and sells and the people see nothing. For example that is what Suadi Arabia is, and Saddam was helped to power by the CIA and supported by Reagan and Bush (that is where he got the old WMD's from that were found there).
