Rgveda I 164 is called "asya-vaamasya -suukta", or stuff, because of the first words of it. "Rco akSare" are the first words of the 39th verse of that suukta. 38th is also rather "interesting" as are many other ones in that hymn. Goes like this in modified Harvard-Kyoto -translitteration:
