Yes, that is what I am referring to: creating a brand new Post. By
hitting "Post". New thread.

But it only takes 3 seconds. On a good day.

I would even go so far as to suggest that some volunteer monitors --
if some wish to volunteer -- re-title (via reposting to a NEW thread) 
badly out of date  subject headers. 

To be most effective, they would need to become assistant moderators
so they could erase the last post on the old thread, recopied and
posted to a new thread. Or send post numbers to existing assistant
moderators for erasure.
