I heard Rahm E. on the news talking about the lawsuits and 
stuff. "Tens of millions of dollars" in fines? Not only is it 'out 
of sight, out of mind' as you mention, but that is such chicken feed 
to these guys. 

For the chance to control from two to six TRILLION dollars 
(depending on the congressional term) worth of budget, even a 
hundred million dollars is nothing to these crooks. They need hard 
time in a maximum security penitentiary to change their behavior, 
and set the example.
