Cheney and Rove are both oafs and bullies, but to pull off 9-11 they would have needed complicity from many people in the government. Dirty elections and corporate corruption are one thing, but a plot of the size of 9-11 would've meant cooperation from Bush and Colin Powell, and the CIA, and I just don't think it was possible. I suspect that Cheney, as much as he has been able to influence events, is probably disliked even more within the government than he is publicly.
Remember that Cheney and Bush and Rummy all wanted to use the result of 9-11, the invasion of Iraq, as a springboard to attack at least six other countries in Northern Africa and the Middle East, and had the entire government at that time to make Iraq a success, and they still couldn't pull it off. Even though such a vast war could've been sold to the USA public at that time. Makes me think that a black ops the size and scope of 9-11 would've been impossible for them.
