Because natural harmonics only occur at certain vibrational nodes like the 5th 7th and 12th frets on open strings and therefore only are capable of providing some notes. With artificial (or "pinched" harmonics) you can produce any note you desire by fingering and then doing a stroke and touching your harmonic with the left hand.
