I've been reading too much of the 'Overheard in New York' website lately, so I'll try to explain one possible reason in New York-ese: "Yo! Bitchin' about the policies won't change them; you don't have any say about them. Complaining about them is like pissing into the wind. It makes you feel better, but the people standing around you tend to get as splattered as you do." :-)
