There are reasons the IAC is "free." 

It's the last stand to try to save the world from America (and what
other destructive forces might exist).

The astral (for lack of a better word) burden placed on the shoulders
of everyone partaking in the communal programming in the Domes is hard
to underestimate. 

What's going on during the programs is nothing less than a fullscale
war between the forces of light and the dark netherwordly void that
has taken over America.

The level of success of this war will soon materialize in the outer
world and to be reported by CNN, Fox and other media - should these
and their technology still exist when it is all over.
