Probably not, but that is not OUR problem. That is the problem between the  
governments and their people. We can't dictate to a government how they spend  
their money, talk about your ugly American. BTW, the US government is not  or 
at least is not supposed to be in the business of distributing or  
redistributing wealth, individuals create their own wealth of which the  
government is 
supposed to take just enough to take care of government business  and no more.
