Manhunter -- Clarice Starling was only dealing with physical danger when she interacted with Hannibal Lechter. Will Graham was psychic. When he got inside the heads of the psycho killers he was tracking, he really got inside their heads. The scene I like is when Will is in his office and reaches his hand up to the window and "feels" the Tooth Fairy out there. Michael Mann's film is still the best of the Hannibal franchise, and it displays a remarkable respect for the psychic side of law enforcement.
Phenomenon -- John Travolta is remarkable in this film, really capturing the simultaneous wonder and poignancy of the process of awakening to one's potential. Just a couple to prime the pump. What are your favorites?
