The U.S. Attorneys serve at the pleasure of the President - he can fire them anytime he wants to and for any reason, and their four year terms had expired. It's as simple as that.
Apparently Bush can replace the fired attorneys - he doesn't need the approval of Congress, according to Arlen Spector, the author of the provision in the U.S.A. Patriot Act.
