I would say instead that the teachers needed more flexibility, and the ability to deal with kids one on one, to do whatever was necessary to reach them. Better to drop the subject right here...you aren't going to like the things I have to say about systematized forms of racism and oppression such as the Hindu caste system, much less the people who justify them...
