MMY can't do everything.  He needs good followers to carry the 
torch.  Considering the situation, he has revealed the valuable 
knowledge from his tradition to the world.  It is up to the world to 
accept or reject his teachings.  In other words, you can only lead 
the horse to the trough and cannot force it to drink.

Besides, he firmly believes in the automatic government of the world, 
or the universe for that matter.  So, it appears that he is handling 
the governance of the TMO in the same manner.
