Often in popular speech the Hindu terms Ishvara, Paramatman and Bhagavan are used interchangeably for God, however each word has its own specific meaning in the original scriptural context. (Wikipedia) Couldn't have said it better myself........... MMY describes Ishvara as "...under the influence of maya, Brahman appears as Ishvara, the personal God, who exists on the celestial level of life (all pervading and) in the subtlest field of creation". MMY Gita under Vedanta in appendix. So Brahman is Ishvara, and Ishvara is Brahman, personal and impersonal, manifest and unmanifest. Brajhman's consort is Maha-Prakriti, Mother Nature (maya) which gives rise to Ishvara.....whew! :-)
