inspectors first recorded problems with the bridge 5 yrs ago - not
imminent failure but structural problems.  the governor has vetoed
increases in the budget for infrastructure repairs.  you can't make a
direct connection with this one bridge, but you have to connect the
two.  most infrastrucure experts out there say a substantial increase
in repair budgets are needed nationwide, particulary the east and midwest.
