Uh-huh. Except that it doesn't. Your figures have to do with a specific issue, not the general approval/disapproval I was talking about, you see. Also, the 24 percent who approve of Bush's handling of the war disapprove of Congress's handling of it because the Democrats are trying to stop it; the rest of those who disapprove do so because the Democrats have failed to stop it.
