---good idea but he's looking for 100M.  That's 100 million bucks. 
Here's a quote from the cover letter he sent me - accompanying the 
information on the prison project:
"We are aware of a unique service whereby substantial humanitarian-
oriented projects can be funded"  Acceptable projects"...[etc...then 
skipping to the second paragraph]:
 "The minimum project funding placement that a principal may request 
is $100M; this may be be reduced in exceptional cases.  The amount 
may be renewed annually depending on the needs and schedule of the 
project.  This is not a loan and there are no upfront fees.  A 
principal who is qualified to request this kind of transaction is one 
who is able to block funds equal to the $100 M requirement or 
establish an equal line of credit. These funds would remain in the 
principals own account under their full control. Similarly, the line 
of credit would remain under the full control of the principal, never 
to be drawn down or spent.  Once the principals' blocked account or 
credit line is established and confirmed, and the funding contract is 
signed, the funding commences in accordance with the agreed upon 
schedule."
 "Qualified principals will be able to perform thorough due diligence 
and the service will commence only when all parties are completely 
satisfied with respect to all aspects of the funding arrangements".
"Please contact us for further discussion and clarification"
