This is because the majority of the people don't fare well in sink or swim economic systems like capitalism. The commons needs to be maintained for all not for the profit of a few opportunists. Small businesses would allow those individualistic types who don't function well in socialistic economies to do what they want but be restricted in their influence. Also for a government to try to maintain a lot of small businesses is not practical so you leave that to the individuals who want to be entrepreneurs. If the world remains in one piece (or peace) this will probably be the model it moves towards. I believe it is already at work in some of the Scandinavian countries.
