It might be available searching the many used/rare book dealers (like 
abe.com, etc). Although Amazon does not say the SCI book is 
available, it does possibly list the book you are looking for:

There's a used book store in Fairfield, Revelations, on main st -- 
give em a call, maybe they got it. Or put a classified ad in the ru 
newspaper there -- somebody is likely to have this book

It’s not a book that was ever publically for sale. It was considered private
teaching materials that SCI teachers were supposed to keep under lock and
key.
