When I looked at the page in IE, it collapsed all the <.p>'s into a single
blank line while the <.br>'s had one blank line for each <.br>.

Probably a browser thing, I didn't look at it in Netscape.  Another option in
IE, is to put a space and close the paragraph tag, like this:

<.p>&nbsp;<./p>

You can stack that to create horizontal space.
