Another way is to position iframes absolutely over the area of the select that will be covered by the dropdown and change the visibility of the iframe. The z-index will work then. You can set this so it only happens in ie by using
<!--[if true]>
ie specific code goes here all other browsers treat this correctly as a comment ie processes it
<![endif]-->

Regarding the z-index and the drop-down showing behind, here is another
solution. Look at this site:
Notice on the right hand side under "Property Search", there are some
select menus. Up above on the navigation if you hover over "General
Info" or "Company Info", look closely underneath the menus the actual
select menus have disappeared.
This is one solution, just hide using CSS when you mouse over your
menus. something like:
document.getElementById('selectMenu1').style.visibility = 'hidden'; //
or style.display = 'none';
Something to that effect.
