Rogz, Yes, I understand. I would say you would have to do the following:
1. Setup the user's account. 2. Create a new policy group. 3. Create a new set of permissions for each function that you WANT the user to have access to on that page. 4. Create a new nav object for the page. 5. Right-click on the nav object in the nav tree menu. Select "permissions..." 6. Assign the new permissions to that page.
