I moved the key:

Into the "container management" section and it shows up now...in BOTH places
(sig) Here's my menu on content utilities:

export
        RSS feeds
        Export
category managment
        manage keywords
container managment
        shared containers
        manage keywords
quick site builder
        quick site builder
        category tree quick builder
        bulk image upload
        bulk file upload
archive utilities
        all archived content
        deleted archived content
        archived media assets
content utilities reporting
        content utilities owned by


Am I missing anything else?

Nope - it just needs to exist in the webtop.xml and not be overridden
by the customadmin.xml file.
