See you are thinking about this wrong.

Each page should be displayed based initially upon the 
cgi.HTTP_ACCEPT_LANGUAGE value, with the ability of the user to switch 
within their session to another language.

So in effect a page gets a default ENG language, followed by X others. 
if the page is not available in the language it defaults back to the 
english version. You should avoid creating language specific content 
trees. World of hurt.

You should also be looking at using functions to retrieve 'phrases'. 
e.g. "Submit" and have a function that takes the phr_Submit value and 
returns you the valid language phrase.

Unsure how this effects caching and even if farcry even allows this.
