- Types are the building blocks of a website - a type describes a piece of content and the associated webskins describe how these pieces of content should be displayed.
- Rules are a way of adding dynamic content to what would otherwise be a static page.
But for news to be as effective as possible on a website you need to have a list of news items somewhere. Possibly have a teaser of the most recent news item displayed on the home page. This would be dynamic content because they automatically change when you add new news items.
The rule of thumb is:
TYPE: data, methods of displaying data
RULE: for inserting existing data into another page by providing the user with filters (only news?, only certain dates?, 1/2/3/all items?) and a choice of the display methods available for that data.
These might not be the answers you need as someone just digging in (I'm pretty deep in FarCry at the moment), so feel free to ask more questions.

The process of updating the .cfc files for creating a custom rule is

reading the documentation we found (from Brendan Sisson), it appears
the code in the both the rules and type .cfc files are very similar,
(See examples below), thus what is the functional difference between
the two?
We'll need to be able to explain this to the client as well .. in lay
terms.
